Characters order doesnt work correct Empty Characters order doesnt work correct

I have this in select.def
arcade.maxmatches = 3,1,2,1,1,1,1,1,1,1
but actually in arcade mode i cant fight vs order=6 and order=8 (mugen 1.1). There is no chars without "order" (everyone have his number from 1 to 10, and everyone have his own stage)
Whats wrond with it?
