Error loading characters on mugen 1.0 (None of them work)

I keep getting this error on all of my characters. Please help me out:

Make sure his command/CMD file is labeled right in his character def.

I get this error with all 133 of my characters. I think its my mugen. I am trying to use broken mugen 1.0 but It wont let me load any of the characters. All I want is a broken mugen 1.0 with a screenpack already installed with 312 characters slots that works and doesnt crash every single time.

Is the character folder inside the screenpack labeled chars?

The characters are in the regular folder for mugen 1.0
